The Juvenile Rights Division was established concurrently with the Family Court in New York
City. The creation of the two entities was the result of a review of the Children’s Court by Charles Schinitsky, a Legal Aid attorney. Schinitsky was the first Attorney-in-Charge of the Juvenile Rights Division, which represented children five years before the U.S. Supreme Court mandated this representation in In re: Gault.
