Twyla Carter, Attorney-in-Chief and Chief Executive Officer of The Legal Aid Society, and Judith Goldiner, Attorney-in-Charge of the Civil Law Reform Unit, have been named to City & State’s 2025 Law Power 100 list.
This year’s list identifies the key figures in New York’s legal sphere, including presidential appointees like Emil Bove and local elected officials like Bragg and James, as well as top judges, high-profile attorneys, leading advocates, and distinguished academics.
During Twyla’s tenure, Legal Aid’s attorneys and staff have worked tirelessly to defend New York City’s Right to Shelter and to protect incarcerated New Yorkers from the deplorable conditions on Rikers Island. They have obtained important victories, from securing social security benefits for a child in foster care to championing legislation that will automatically seal certain conviction records, ending the perpetual punishment for many deserving New Yorkers.
Since day one, Carter has worked relentlessly since joining the organization to improve contract procurement and payments and securing additional funding to significantly increase baseline salaries for all staff.

Judith leads the Civil Practice’s Law Reform Unit, which deals with public benefits, housing, and homelessness rights.
Over 35 years at Legal Aid, Goldiner has litigated high-profile cases defending rent stabilization and health access and worked on major city legislation including 2024’s “good cause” eviction law.
