Watch: Twyla Carter on the Future of Rikers, NYPD Protest Policy

Twyla Carter, Attorney-in-Chief and CEO of The Legal Aid Society, recently joined Errol Louis on Inside City Hall for a wide-ranging conversation on the state of the City.

Carter discussed a proposed City Council measure that would bar the Department of Correction from monitoring detainees’ calls and a recent hunger strike by individuals detained by ICE after they were cut off from a free phone program.

She also touched on Legal Aid’s ongoing litigation to appoint an independent receiver over Rikers Island, the organization’s key victory in changing the way the NYPD polices protests, and Legal Aid’s lawsuit to enforce the CityFHEPS housing voucher program.
