The Legal Aid Society filed this federal class action lawsuit alleging the NYS Office of Children and Family Services (OCFS) are subjecting youth in its secure placement facilities to solitary confinement in violation of the Eighth and Fourteenth Amendments and the Americans with Disabilities Act. The suit alleges that while isolated the youth are denied access to mandated education, programming, recreational activities, and even basic health and hygiene necessities. Many have been forced to use trash bins or buckets as toilets and required to eat meals in those same conditions.
